昌鴻颱風將為北部帶來風雨，新北市已準備80座抽水站、逾300台抽水機及近8萬沙包，今年蘆洲、鴨母港及化成抽水站皆加入防汛行列，再加上第十河川局塔寮坑第二抽水站，預計可增加逾200CMS的抽水量。淡水河藍色公路將停駛至15日。
新北市府昨上午完成災害應變中心二級開設，由副市長侯友宜主持，晚間由市長朱立倫坐鎮。
水利局表示，轄內80座抽水站、325台抽水機組、17座橫移門、6座12扇陸閘，測試機組皆正常。防汛砂包7萬7713包、太空包468個、混凝土塊266個及移動式抽水機組66台，28處易淹水區設置36台抽水機，以新莊14處最多。
水利局副局長宋德仁表示，去年完工的化成抽水站有42CMS抽水量，鴨母港及蘆洲抽水站的抽水量，分別從38.5CMS增至93CMS及38CMS增至86CMS，加上第十河川局於塔寮坑完成的第二抽水站增加69CMS。
另因應颱風季來臨，環保局7月至今也動員1600名清潔隊員，完成92公里側溝清淤，嚴防豪雨造成災害。
台北港昨晚10時針對進港部分暫停停泊，已通知停泊船隻趕緊卸貨，儘速離港，預計將暫停至颱風過後，開放時間得視颱風動向而定。
